Liberia was among the first countries to welcome Peace Corps Volunteers, and the agency is still highly regarded there despite a brutal civil war that required the Volunteers to be evacuated in 1990.  Tom Burwell was among dozens of Returned Peace Corps Volunteers recruited by the United Nations to serve as Election Observers in the summer of 1997.
